An unorthodox campaign earns a white Republican a win in a region that is consistently represented by African-American Democrats.
Conservative Dave Wilson was elected to the Houston Community College System by leading voters to believe he was black.
The system has been under fire because of allegations of insider business deals and questionable spending. Other incumbents who were also up for re-election all face run-offs.
Wilson's margin of victory was only 26 votes over four-term incumbent Bruce Austin, who tried to counter the campaign with mailers explaining that Wilson is white - and characterizing his challenger as a "right wing hate-monger." Austin plans to call for a recount.
